"Back up" fuse???

Ok, something is draining my battery. I did the whole, hook up a test light between the battery ground and battery ground terminal, pulled fuses until it went out. Well it goes out on the 10amp "Back Up" fuse under the hood panel. What is this for? Thanks!

Kamikaze is an unknown quantity at this point

Backup fuse is inline with the clock and usually a secondary fuse for the radio as well.
