P0171 Lean Burn

Has anybody had the following problems? I have a 96 Honda Civic EX eng/ LX body; it keeps giving me a P0171 (Lean Burn) cel. I have changed the O2 sensor, MAP sensor, IACV, replaced the intake manifold gasket, checked fuel filter & checked for other vacuum leaks.
Can't figure it out, I am stuck. Does any body have any suggestions or ideas?
I am changing out the fuel regulator today (I hope). Thanks for the help.

check for proper fuel pressure. if good, check injectors for clogging.

Well i have changed my injectors & the fuel reg and it is still throwing the p0171 lean burn code. Does anyone have any other ideas?

To be honest, the exhaust sound like junk. The muffler is rattling. I checked the exhaust manifold in the beginning of all this (6 months ago). On top of all that my belts are squecking. I will check the exhaust for leaks first. Any other ideas?

If the exhaust is leaking near an o2 sensor, you'll throw a lean code because the sensors are getting false readings.
