Sounds like running fluid

This has happened for some time now, but I am noticing that when the car has been driving for a while (15 minutes), and I come to a stop, and then I accelerate, it sounds like there is water or some liquid draining from behind the firewall. It only happens when I accelerate, and it goes away after the car hits about 20 MPH. This doesn't sound normal, but is this something that I should be worried about? I have an 04 Civic LX with just under 36K miles.

Check your coolant level. Sounds like there's air in your cooling system.
I don't know where you live, but if you use the heater at all, check to see if the heat temp blowing out of the vents drops at idle (stop lights and such). I had the same noises on my 05 EX. There was no indication of overheating or anything and when winter hit, found there was no heat at idle sometimes. There was also coolant was boiling out of the reservoir due to head gasket leak. Good luck with it.

I have that same sound in my car and the same problem. Honda thinks its a cracked block. I am guessing that it has to do with my heater core. I have an 2K3 EX

Is your car a manual or auto? I have a manual, and i get the same sound out of my 2001 EX. I figured it was just the clutch or tranny. My coolant levels are fine.

I'm currently having that problem. No heat at idle/decel and water sounds at accel. I just took off the rad cap on a cold start and added more coolant into it until you couldn't add anymore. It turned out, my coolant went "somewhere" and i had a big air gap in the block. Heater is better and water sounds are gone.

hmmm, I didn't check the coolant levels, but I will have to. I hope its just that, and not the cracked block that Honda thinks it is

Yep its the coolant, it may look full, but you'd be surprised. Just fill it till it pours out the top and you should be ok.
