whats the speed cut off (limiter) on a 01 honda civic dx.

I dunno what to tell you there. Ive heard people that top out at 127 too. Keep in mind that your speedometer may not be exactly correct.

obviously if you can only rev to Xrpms then with your stock gear ratio you will max out at Xmph.

There is a differene between speed limiter and rev limiter, and i thought our cars only had the latter.

^definitely does, also your final drive ratio, not sure about odometer but i would assume so.

the odometer and spedometer only measure the revolutions of the wheels. so a different size rim would definetly affect both.
