Take the phone out from under the hood, put the engine back in. Then see if you pass. Those damn dirty phones will get you every time.

gas cap pressure test.. WTF... i guess each state is different.. over here all they do is plug into the OBD2 reader and measure the emissions through the sensors.. and thats it

yea we have that too, but they also do a pressure test on the gas cap. Alot of states have that. I dont understand what it is for, but it cost me $17 for a new cap.

Just replace the cat and I'll bet you, no matter what the problem is, it will pass. If you replace it yourself, it runs about $120.

Thats if you use some menieke cat converter which has to be welded on, but OEM ones run around $700-$800.

I didn't know what vehicle he was talking about. I was assuming it was the Accord, because I wouldn't know why a new Civic wouldn't pass with just a cat back exhaust?

Ok, I'd try the O2 sensor first. It's the cheapest. Usually any honda that's tuned up, (new plugs, cap, rotor) should pass. Even the carburetted ones.
Then check O2 sensor, and last the cat. 96's werent that complicated.

Cat back shouldn't change ANYTHING.
