What would be the best way to paint these wheel areas?
Being so close to the brakes, high temp paint might be a good idea, but you can use regular paint with a very thick clear coat.
I did that on some TL rims before, but painted the parts black (on a black TL). It holds up fine.
If you know how to paint properly, it will hold up just as well as a powdercoat, but it's very difficult to make them as glossy as a powdercoated finish. Powdercoating does not mean that the finish will not come off if you curb your rim.

Umm anything comes off if you curb it.
