Just use a jigsaw and a compass. it's not that hard to cut a good line
If you want to get tricky, some jigsaws have a metal 'stick' on them that you can put in a hole and make a good circle...but I would just draw one out with a compass and cut it freehand.

Same dremel, different attachment..... you have to buy the attachment. It's just a small adjustable metal piece that attaches to the end.
this is what it looks like: http://www.toolpeddler.com/960-01.htm

you could use a hand saw, the dremel is harder to cut than a jigsaw...you have trouble with a jigsaw!?
What you need to do is cut under the line and then file the rest of the circle to the line drawn with the compass

EDIt: i never used a fansy circle cutting thing. I used a compass drew a line and dremeled the hole, and used that big drill, AND used a jigsaw...Jigsaw works best. Drill may cut a lil smoother but will take longer.

If you have a router, i recomend the Jasper Jig from Parts Express . Cuts Perfect circles from 2-1/4" to 18-3/16". Its a lil pricey though if your only gonna make one circle cut though, $35.95.

If you don't have a router, you can get something very similar made by dremel (that does a lot more than a router) called a roto-zip. They make a hole cutting attachment for it, which goes up to 12" in diameter I think. I used it to make my box last time, makes dead on perfect circles that are clean cut. The rotozip usually sells for about $90 at Home Depot - its a tool that everyone should have!
