Are the stripes painted on or are the vinyl decals. If they are painted on you will have to sand them out, prime, block, reprime and repaint to remove them and any indication that they were there. More than likely however, they were applied after paint in vinyl form. You can carefully remove them by applying heat and using a razor blade being careful not to gouge the paint. The best way to avoid damaging the paint is to go to an auto paint store and purchase a rubber wheel that is made specifically for this purpose. It attaches to a drill and as you move it across the stripe the rubber surface of the wheel grabs the stripe and pulls it off. You may have to remove some residue of the glue with a cleaner but you should not damage the surface of the car. These wheels cost around $5-$6.

body shop sanded off my painted ones without repainting the car. it did have alot of scratch marks, but after 10-20 applications of scratch-x its not even noticable.
