I would say that if you were right about the Shocks/springs but only if you also hear the noise when you go over bumps.

i also hear it when i step on the brakes or when i'm slowing down. could it be the brakes? but why would it be making a sqeeky or rattling noise?

Sounds are so subjective.

I always think of brake pads issues going from squealing to Grinding depending on how worn out they are. The only times i've heard of brakes making a rattling noise is when the rotor is severely warped or the brake pad came loose. If you can get a vid clip of it, we might be able to help you out more.
