i think thats the vent tube for the tranny, its just supposed to have a vented cap to keep junk out

Breather vent, the vent cap to keep all that dirt out is missing.
Nab one at a salvage yard, or buy one from a dealership
Couple different Honda part numbers were shown, but I kinda suspect either would work
