Rust Converter

What is a good brand for rust converter?

I'm planning to apply a rust converter in one of the scratches in my hood before applying a touch up paint. Is this advisable?

No. Just sand it out. Rust converter is for older cars when it's impractical to remove all the rust from say, a frame length or something.
