You don't need to be a member, SCCA runs their memberships 12 months from the start date... meaning if you apply now, your membership is good until next september. Show up, run what you brung.

i think as long as you have a license you can run, however, if under 18, i think a parent needs to sign some kind of waiver

A parent needs to sign the minor waiver authorizing you to do it... its the whole insurance thing, and in the event anything happens, you're not legally permitted to sign your life away to the paramedics.
