Question help with lowering 03 civic coupe

i'm about to put konig cross hair rims on my civic...im not sure whether i should go with 17's or 18's...i want to keep a nice smooth ride yet want to lower my car. i hear they make lowering kits that ride better than a stock setup??? also i dont know what size tire id put on the 18's to not have to reconfigure my speedometer???

do high flow cats add a significant amount of power...is it a noticable increase
