2004 civic ex cluster panel no bulbs?
I am trying to change my 2004 civic ex dash bulbs to blue but from the way it looks there are no bulbs and every video I have seen has mostly been 2001-2002 civics. Any help?

If you want to change to blue lights on the cluster, you have to do a cluster swap. Just like @BrotatoChip said, LED lighting is used in 03+ clusters, so unless you're really handy with SMD LEDs and have a good soldering station, your best bet is a cluster swap.
shameless plug:
I have a cluster from an 04 EX MT in blue if you're interested. You'll have to get the mileage corrected to reflect what's on your cluster, but other than that, its in good working order. Mileage on that cluster is in the realm of 24k-28k, iirc. Had intentions of swapping it into my 2002, but that never happened, and I no longer have that car, so... yeah.
