so ive narrowed it down the the 6000k 9006 hid kit the vendor site sells "xtec?" for 250, or the phillips brand kit with the ulitra thin ballasts for 440 from XenonDepot.com. Should I spend the extra money for the phillps kit, or will the cheaper kit be just as good, but a better value? Please give me a shout and let me know what I should do.

none of them are any good. you're still gonna get tons of glare and eventually get pulled over and have to remove them cause they are illegal. and anything above 4300k is gonna be robbing tons of light output.
I have a Xtec Hid system for my 2004 civic (9006 bulb) and i think its a good kit. the parts haven't failed and everything is water-proof. The kits come with a warenety, so don't lose the order form. I don't think there is much glare in my headlights. I would say its about the same glare that you would get from stock halagons. I haven't yet got pulled-over or even high-beamed from other drivers.
I live in Massachusetts and cops here like to give tickets. Just make sure you aim your headlights after you install your HID system.
