Yes, they are available.
Companies such as Piaa and Raybrig make HID foglights.
I believe you can fit an HID kit into most foglights like you would to headlights.

I'm not an expert on this but I've been looking for a HID kit for headlights also. Maybe if I can find a HID kit or HID look bulbs for my OEM foglights too. I found an H11 HID kit on www.XenonDepot.com. I odn't know if that would help. It's pricey though.

Cant you just use regular bulbs? I dont see the point in HID foglights since you barely use them.

I found some HID match bulbs on www.europeanautosport.com about 40.00 a piar.
