2004 Civic EX timing belt replacement

I was getting my oil changed last month and the store recommended that I get my timing belts replaced. I have 135k miles on it and am not sure if they have ever been replaced. The belts they were referring to were the ones accessible only after you have removed the water pump. Looking at the estimate, it was for ~$700 and over half of that was for labor. I asked if they could tell me if the belts needed replacing, but they said the only way to tell is to go in and remove the water pump and at that point, it would be cheaper to just go ahead and replace the belts and the pump (apparently, they are sold as a package) at that time.
My question is, do I need to get the belts replaced? is there any way to tell if they need changing?
Is this something I could so myself? I don't really have any car specific tools (I have wrenches, screwdrivers, etc). Where could I get a good car stand? I have seen the plastic ones at Wal-Mart, but I have this fear that I will do something to cause the car to fall off of the stand when I am under it. This is the main reason I don't change the oil myself. Also, i don't have enough experience to tell when stuff needs changing before it goes bad, like the shop.

Judging by what you say, I would think you need to do alot of research before you try this job. However if the belts havent been changed I reccomend you do it. I believe 110k is when they should be changed. You should have had it done by now. There is really no way to tell if its been changed. You can pull the valve cover and check, but its kinda hard to tell. Best to just replace it. If the belt breaks you will need to rebuild the whole head.

04 Honda Civic is right. 110k is the due service interval. I just replaced mine myself along with the water pump, however i am a mechanic. I wouldnt NOT suggest you do this job, also judging by what you've said. It involves precise timing between the crank pulley and cam pulley. If you dont make make marks and you are off a tooth on the pulley, you are off to the junkyard for a new motor.
Shop around for a timing belt service kit. They usually include the belt, water pump and gasket, sometimes tensioner spring. When i removed my water pump (done at 112k) it still looked and functioned fine. Bare necessity you need just the belt replaced.
Cam and crank seals may be in order as well depending on your engine's condition. Neither of mine were leaking so i left them alone.
My timing belt job cost me $50 Knowledge is king!

If your off one tooth you dont necessarily need a new motor.. I actually had a car skip a tooth and it just ran really rough. If your off 180* you might have som trouble.
Oh yea, the tensioner, make sure you change it I head of some failing after tb replacement. Seems if you touch it after it has been there for a long time they can just randomly lose tension all together. For around $60 I believe (OEM) its worth every penny.

Thanks for all of the responses. I kinda figured it would be something involved, but I wanted to ask anyways, in case it was something I could do. It also looks like to delay would only cause more pain and expense later on, which makes sense.
Does the timing belt service kit normally come with a new tensioner? Is this something that is normally replaced when the timing belts are replaced when using a shop?

I appreciate the offer, but I live in Texas, so that would be a bit of a drive up to NJ. Thanks anyways though. All of the people on here have been super helpful.
