Ok, so my brother and I are trying to fix his car, 00 civic dx.

It has, new starter that works, new alternator, new distributor, new sparkplugs, and a recent oil change.
Battery has charge, and cranks fine, but it will not start.

Try spraying some starting fluid into throttle body. Remove the intake tube, open the butterfly and spray (not to much). If it starts, then dies you are not getting fuel.

Can you hear the fuel pump when you turn the key to pos(II)?

Ditto what GolNat said about fuel. If no change with starting fluid, start checking to see if each spark plug is getting spark.
