Rough idle after valve clearance adjustment.

Hi folks !
(2006 Honda Civic non-vtec engine 4-cyl)
My friend told me he wanted to check his valve for clearance and I went to purchase a feeler gauge. I removed the valve cover and I checked for valve clearance and they were all pretty much badly too loose so I tightened them (.20mm for intake, .27mm for exhaust).
Today we had a drizzling -5 degrees celcius morning, my friend just called me because when he started the car, the idle would go from 2000 rpm to 500 rpm and surge like that for 5 min...
I know I have adjusted the valve clearance properly (when you feel it rough to pull out the feeler gauge, you're good) but I am wondering if wrongly adjusting the valves could cause a bad idle at cold temperature.

I am not an expert but I don't think so- I would bet money when you put thinks back together there is a vacuum leak or senosr that got installed wrong.
