Old topic, Fuel Gauge

I read some past posts on the fuel gauge issue, I was trying to narrow down the answer but need a few responses to save some time and cash.

My friends 97 civic with over 180,000 miles is having a problem with the fuel gauge. The gauge would not go lower than a quarter of full, he replaced the fuel gauge with another from a junk yard. The used unit will not go lower than half, but when it was in the other car he said it was on empty. I thought when there is no power to the gauge it would remain at empty, but on his it will not drop past where it last was.

Is the sending unit the actual culprit or is it another faulty fuel gauge?
