There's usually a reason a handbrake doesn't work, usually a real problem.
They don't normally lose adjustment or quit working for no reason.

First make certain the rear brakes are in good shape, mechanisms are working freely, adjusted correctly, and your handbrake cables and housings have not become damaged stuck or broken.
If you crank up the handbrake cable to try to compensate for a real problem elsewhere, you may cause bigger problems.

Then locate the adjuster for the handbrake cables, usually under the center console armrest area. (remove console if necessary)
Adjust the center nut to spec, usually reads something like "lift the handbrake lever with 'x' KG force and brake should be firmly applied between 'y' to 'z' number of clicks.
Refer to a service manual for actual specs.
Hondas adjuster usually look something like this
