You could buy after market shocks that are just as good or better than a RSX or Si's that would bolt right up in a Civic. As far as your question goes though, I don't know if RSX or Si shocks would fit.

Unless you buy used shocks off a RSX or Si,(which I wouldn't do), you won't be saving any money buying new shocks from a Honda or Acura dealer. Check around for performance aftermarket shocks and struts, you don't nessasaraly need coil overs or Koni's, but you will need to buy new front struts and those will cost a bit no matter who makes them.
It works for sure. You can use RSX or 2002 Si shocks. It's the same McPhearson front suspension. ASWzero has the Tein Flex coilovers for his car for example. He had to cut some of the hood underskeleton out, but you wouldn't have to do this if you had a hood like the Fiber Images.

oh and just to let you know there are just as many shocks for them as there are for us
. the koni's just came out a couple months ago for the RSX's and those are just inserts too..
but ya you'll have more options in the true coilover department tho.

I have no clue if they're "better"?
They're probably more stiff than what we have, so they're tuned for the RSX's springs. That's OEM though. I don't know about the aftermarkte for the RSX that much.

i'm sure they're better but question is how much better... how cheap can you get them? if they're $300 i rather spend the extra $250 and get konis...
someone mentioned that the SI struts were 1" shorter then the civics. this would put less stress on the shock since its not as compressed all the time.. i personally wouldnt do it tho, whether or not is better then ours its still for a stock car..
