Lower Spring perch
I think he wants to know, "what does ours need" as in "our cars"??? If you are asking about cutting the lower spring perch, you don't. What are you trying to install, springs? If you are and they don't fit right, you should have them warrantied (that is if this is what you are talking about.) Be more specific.

i meant what tools are need to cut it. the reason i want to cut them because it got coilover and it kinda a bitch to adjusted them cuz the spring perch is in the way
A hacksaw with a new blade should do the trick. It's easiest if you can chock the strut up in a vise to keep it still while cutting. I'd recommend leaving approximately 1/2"-3/4" of the perch just above the weld.
Take a scribe and create a line all the way around the base of the perch. Follow that line with the hacksaw and be careful not to cut into the actual strut housing.
Easy to do but somewhat time consuming.
Now, if you plan on installing Koni inserts, that's a different game altogether.
Coil-over sleeves will work okay but don't slam your car on them and expect to get much life out of your factory shocks.

After scribing the line all the way around the part of the perch you want to cut off, rest the hacksaw blade on the line, just use back and forth motions and the saw ought to start cutting.
I'm being kind of sarcastic because I'm not sure where the confusion is.

just hack that son-a-bitch. start cutting away. ya i dont think its easy but i think thats the only way, to use a hacksaw. not much for a DIY, just start cutting away, just dont cut too much.
If you are installing Ground Controls, be sure to leave about 1/2" of lower perch in place around the strut, the bottom of the GC sleeve needs it to rest on. Its a lot easier to use a hand grinder with a cutting wheel in it that a hacksaw by the way, as the perch is 360 degrees around the strut.
