i cleared my corners, and i got some silicon on it when i was resealing it...
there are a few spots on the lens
i tried scratching it off with an exacto knife, but stoped cuz i didnt wanna hurt my baby any more
i also tried to sand it off, but all that did was mess up the lens even more
any suggestions??

You should've used WD-40 or something similar. Sanding it is only gonna result in damaging the lens. Always make sure that there is no clear silicone on the lens after sealing the headlight because once it's completely dried, your headlight lens is screwed.
