maybe what your plugging in is the one thats shorted...

get a multimeter and see if you get +12V on the accessory plug...coz if thats the one that is shorted then the fuse should go immediately after you turn the key...

here's a little test...with nothing plugged in to the accessory plug and the 10AMP fuse is in place turn the key to the first setting (accessory on but engine is off)...check to see if you're getting +12V (actually you don't really need to)...turn it off...check the fuse...if it is still intact then i don't think there is anything wrong with it...it would most likely be the accessory that you're plugging in
