Can I cut this off my car, I don't think I need it, (pic included)

I just got my ground control coil overs installed a few days ago, and i got the back pretty low but i can't lower the front anymore because of the thing that holds the stock spring...(i dont know what its called) so i was wondering if I can just cut it off or not? I do realize that by cutting this thing, i will not be able to put back my stock springs...but that doesnt bother me...so should i do it or not? will it affect my ride or not? Please help me out thanks very much...heres a picture of what im talking about!
