Do I need to clear coat touch-up paint?
no i don't think you need it... the touch up paint is to cover the exposed metal not make it perfect.. i can't figure out how to get touchpaint on chips to look perfect...maybe when i get money redo the whole car a diff. colour ...maybe yellow... barely notice chips and scratches

For me, the clear coat evened the color to match (very close) the car's color.. It only costs $3 for a tiny bottle anyway.
But i dont think you need it, it's probably just to protect the touch-up paint from cracking or something...

well guys I would have to say clearcoating touch up paint would be pretty difficult because it would be to small and you have to blend clearcoat so it looks good. as far as painting I use a fine paint brush bought from a art store and I dont brush I just dab the brush into the chip and let it dry then start over untill the chip is flush with the paint.. yes it is time consuming but worth it cause its pretty hard to see the blemish unless your untop of the car
No need, the touch up paint is sufficient-after all its only touch up(better than chipped or scratched paint) but not as good as the orginal unblemished finish.
It depends on how good of a job you want to do. If you've got the spare time, I would recommendusing the clear coat. But it also depends on where the scratch or chip is, and how big it is. If it's not a big deal, then just the touch-up paint is fine. Here's a link that shows you how to do the whole thing so it looks like new. I did it and, well, I suck at painting, but it still came out looking alright.
