Windshield wiper fluid problems

I have replaced every part pertaining to the wiper fluid, my question is: what am I missing? Is there some hidden fuse or fuse that ties into the function of the wiper fluid? Like I said, I’ve changed the hoses, the motor, even changed the wire harness.(Yes I checked to make sure the hot and neutral were spliced correctly.) The reservoir flows, and is not clogged, I tested this by letting the hose down and watched as the fluid came out. The only thing I haven’t changed at this point is the reservoir itself. This has been an issue since I bought the car, and seeing as how the wire harness connects to the horn(which works) I’m really at a loss.

I haven’t changed the switch purely because when I push up on it, it works fine, aside from the lack of fluid. I also wasn’t aware there was a wiper relay for the 7th gen models, I’ve been scouring the web and triple checking the diagrams on the fuse panels and I can’t seem to find anything. If nothing else I’ll check the connection between the switch and the fluid motor.
