Jumping throttle on small input and 2.5-3.5K RPM throttle on slightly larger input

1994 Honda Civic Hatchback
D15B8 M/T w/ P2K Intake manifold (MAP, TPS, FITV, NO IACV)
Throttle response issue

So 12 days ago I was cleaning my throttle body as an attempt to fix an idle surge I was having and it looked to have worked for a few seconds but went back to idling between 1.3K and 1.5K so I wanted to try taking off the throttle body (coolant hoses from FITV, hose from top of throttle body) and clean it more around it and clean the FITV too but when I put the throttle body back on it didn't change the idle and I think it may have gotten worse at that point but still stuck to its 1.3-1.5K range but after I tried driving it since nothing really changed from me cleaning it the throttle would jump only in the 1.3K to 1.5K~ range like it was idling or something on small input which normally it would increase smoothly and when I try to give it more input the RPMs just go straight up to 2.5-3.5K but this is like me barely pressing the pedal so it shouldn't be going that high and there shouldn't be a consistent 1.3K to 1.5K~ range jump on small input either.

First I thought the throttle cable was to blame for this but even after disconnecting the throttle cable the issue still persists so I tried to check for vacuum leaks around the intake manifold (especially since there's a bad idle) and after many days of trying to fix this issue I found that the gasket type was incorrect so I got the correct gasket after finding that out and the idle surge actually gets fixed (pretty nice since I've had a bad idle for years but now I have this throttle response issue which came up after trying to clean the throttle body in the first place :/). Now I'm pretty much stuck on figuring out what's causing this throttle response issue and I was told that the TPS could be it but after testing and replacing the TPS it looks to be just fine and I get 0.52V~ range on no throttle and 4.30v~ range (weird but if it's an issue I'd like to know I just can't get it to 4.50v~ range) when the throttle is at 0.80v~ range which is the small input that's when the RPMs jump straight up to 2.5-3.5K and voltages below 0.80v is when it's jumping around 1.3-1.5K when I'm holding the throttle with small input.

The throttle response has always been perfect on this engine/manifold so it's confusing to me how I was able to break it by cleaning the throttle body and only fix the idle issue with the correct gasket. Before replacing the gasket/fixing the idle issue the engine wouldn't stall when covering the throttle body but now it stalls since I replaced the gasket I just can't tell if the throttle response is due to another vacuum leak or if I need to somehow relearn idle (which this intake manifold does not include a way to use IACV). I would like to note that the idle doesn't always stick to 1K but sometimes wants to be in 1.3K or 1.5K but it is stable now it just isn't consistent of where it wants to be unless whatever is causing the throttle response is apart of this.

I'm thinking the bad throttle response may be related to my coolant more than anything since it connects to the FITV on the throttle body but I would appreciate it if someone had ideas.
