Fuse 15 Keeps Blowing

Hi guys, I own a 2000 Honda Civic EX. My car keeps blowing fuse #15 after I hit a big *** puddle about a week ago. It is not the fuse #15 intake manifold bracket issue as this only started happening after I hit the puddle and my car doesn't even have that bracket. So far I have checked the VSS plug for corrosion, tested my alternator, and tested o2 sensors and all of them were ok and are definitely not blowing my fuse. Any help would be appreciated as this is my daily driver and I need it to get places. Thanks!

The fuse blows as soon as the car is started or turned to ACC?

You tested these items by leaving them unplugged and seeing if the fuse doesn't blow?

It only blows the fuse while running. I tested the alternator at the battery and tested for continuity which both checked out. I tested the o2s by unplugging them one by one and the fuse still blows. I visually inspected the VSS plug for corrosion and checked the wires and it was all in proper order.

You read a copy of the bulletin about the blown fuse and all the different codes it can cause? But wait, there's more!

Start checking wiring for all of the items that are sharing the same fuse.
items that probably share the same #15 fuse:

EVAP bypass solenoid
EVAP purge solenoid
EVAP canister vent solenoid
Primary O2 sensor
Secondary O2 sensor
Alternator
VSS
ELD (USA)
gauge cluster
integrated control unit (inside fuse box)
ECM/PCM
CVT trans control unit if equipped



Unplug all the components that share that fuse...Including the alternator 4 wire plug.
Install a fresh fuse.
Does fuse still blow?
If no, then reconnect items one at a time until the fuse blows. Once the fuse blows then whatever you just connected caused it. Inspect as needed.

My fuse blows once I have driven a few hundred feet. How would I test the fuse? I have no experience or idea which tools i need.
