When I try starting the car it acts as if it wants to start but just doesn't, almost as if its out of gas. I was trying to find the engine code jumper connection (if its even has one, don't know if this year model does or not) to try and see if it would tell me what's wrong but just can't seem to find it.

Try starting it at Wide Open Throttle (WOT). This disables the injectors and allows maximum amount of air into the cylinders in case cylinders are flooded with fuel.
If that doesn't help then remove the air intake hose and spray throttle body cleaner of starter fluid in the throttle body while simultaneously cranking the engine.
I can hear the fuelpump. I tried spraying some starter fluid and it seemed to want to try and start a little more but still not starting. Would it still do all that if the timing belt or chain is broke? Also I looked at the egr valve and every thing looked ok but I don't have any kind of scan tool.

Check mechanical (crank + cam timing) timing as the timing belt may jumped a tooth/teeth.
Another possibility may be a clogged catalytic convertor but that's an uncommon issue.
Even if you hear the fuel pump turn on it doesn't mean it's delivering the correct (if any) amount of fuel.
To check fuel pump: Find the quick disconnect along the passenger side (as shown in pic below). Pop the green clip out from under the black clip. Then the black clip will separate from the metal line. You can see the small flare preventing the green clip from coming off the metal line.
After it's disconnected have someone turn the key to the second postion while you watch fuel flow.
I think I found the mane problem. Cylinder 1 is in TDC and the timing mark is way off. haven't had a chance to check the bottom mark but I'm sure its not right either.
On a side note. Does anyone know what you would call the plug/gasket where the distributor would go? I'm try to replace it and can't think of what to call it to find at a parts store.
