01 EX hard starting

Need Help!!
My 2001 occasionally fails to start when it is cold until after several attempts. I have changed the PGM-FI#1 Relay but that didn't fix it. When it fails to start I can hear the fuel pump prime up for a couple of seconds. I also do not see a flashing key symbol indicating an anti-theft problem. Should I change PGM-FI#2? Is there another Main relay that could be causing this?

01 ex rough idle

My 2001 civic idles rough and sometime will almost stall. Off idle it seams to be running fine. All I have looked at is the spark plugs and air filter and both are good. Someone I spoke to said this is normal on these cars but I don't buy that. Anyone with ideas on this?

No codes, will clean IAC and do the relearn procedure.
What about the hard starting issue regarding the PGM-FI relays?
Thanks

What about the hard starting issue regarding the PGM-FI relays?
Hard start, rough idle, and stalling are likely all related to the same cause.
A poor running engine is often hard to start for the very same reason it runs poorly.

The 2 main relays: One runs the fuel pump, the other supplies power to many of the engine controls and the PCM.
If the fuel pump runs when it should, I doubt its relay is at fault.
If the check engine light comes on when you turn on the key then I doubt the other main relay is at fault.

These would be easy enough to check with a voltmeter, just tap into any of the many circuits that are powered by the relays and watch for voltage.
