Civic eg b20b help

So I recently bought a 1994 honda civic hatch with b20 swap with b16 tranny I noticed that when I'm in neutral and rev it does not pass 4000 rpms I want to know if this is normal or do I have to get it tuned please help

Don't do 6 minute bumps, this isn't a chat room.

Some ECMs keep redline lower in neutral.
If you can reach redline while driving in gear, it's OK and you can assume what you see is normal.
