1990 civic hatch pcv system

1990 civic hatch pcv system
Is it normal for the pcv box to have two seals. I'm wondering if the previous owner added one for extra security.
The engine is a 1.5L.

Oh man, I thought I had answered this one earlier this week... Maybe I was at work and got interrupted or something. Sorry.
It's supposed to only use the single O-ring that is in the groove.
And the parts catalog only shows one O-ring for that part.
