If you think a good mechanic is expensive, try hiring a bad one

The brakes can't be ignored. You may have needlessly increased the price of a brake job dramatically by ignoring them.
First, see if the brakes are jammed causing the car to not roll:
Parked on flat ground.
Engine OFF, shifter in NEUTRAL.
Can you roll the car by pushing it?
This tells me you probably have a clutch pack either engaged when it shouldn't be, or welded together. Probably time for a transmission job.

Re: my 99 civic wont reverse
I had no reverse in my '96 LX. Checked basics(fluid level, ecm). Code showed trans sensor malfunction. Turned out to be loose connection on the shift solenoid that mounts on the wheel end of the transmission. Now seems to have reverse.
I want to put this out for other relative newbs: the shift solenoid on the front of trans(B) controls the crispness of the shifts. The solenoid on the top of trans near the motor impacts the lockup of the torque converter
