2002 Civic EX no throttle response

Hello

I am having an issue with a 2002 Civic EX manual transmission sedan. When first starting, the engine cold, I will try to accelerate and the engine will not respond at all. It doesn't seem to matter what gear, even when I put it in neutral and try to rev the engine there will be no response, and then all of the sudden it will kick in and roar to 6k RPMs if I want to. This has caused an issue because I can lose power when pulling out into traffic and cause a dangerous situation for myself and other drivers. After the car has warmed up for 5-10 minutes this problem goes away. If I were to turn off the car for 5-10 minutes then get back in and drive the problem is not there. I assume this is because the engine is still warm. I assume there is a clog in some kind of fuel filter or pump, not sure where to start to fix this. I have put fuel system cleaner in the tank, this didn't seem to help. Recently the catalytic converter has been replaced, I thought this might have been the problem due to a clog in the converter causing a loss of power. Also the alternator has been replaced, and the Electronic Load Detector. I don't know if this could be a fuel pump in the gas tank or something else, any information leading to diagnosis would be much appreciated. There is no check engine light or trouble code associated with this.
