Air condition Problem

Air condition Problem
I have 2002 Honda Civic LX 4 door. Having problem with AC. When I turn On AC, Compressor is not engaging. I took it to repair shop and check freon and check all wiring, jump compressor clutch everything looks ok still AC did not work. Repair shop suggest me to take it to Dealer and dealer came up with Heater control panel needs to be replace. I bought used heater control panel and replace it twice also replace push button panel on dash board for AC. Still nothing works. Any idea what is going on can help me?
