Help a new Honda Owner with Headlight Problem

I just bought a used 02 Civic Ex. I do not know the brand of head light installed, but they are projector/halo headlights. Heres my question. THe passenger side lights up fine. The driver side is very very dim. I tried changing out the bulb and its still dim. Both lights are dim.. the low beam light is basically non existent. Turning signal works fine and all surrounding lights are good. I checked for thrown codes and came up with P01298 code. I did a little research on this code, being a voltage issue. Is this a cause of the dim light? Could it be a sensor chip? I want to make sure, before going back to stock replacement headlights, if i can solve this issue.

probably a ground problem. Check to the wiring to see if the harness is compromised, as in stripped.

should i check the relay box? these aftermarket lights have to have a relay box correct?

there shouldn't be one. Typically most aftermarket headlights are plug and play.
