i need help diagnosing an issue with my 01

hi all, well to start out i was driving and my car went into limp mode {sorta} the cel come on also. i went to two places neither one can read the code so i thought it was the ecu so i tested it and its good. the pgm-fi 1 and 2 relays work since they now kick in and out whenever i start the car. i checked all the fuses {engine and kick panel} nothing, all is good. basic overview of the whole car is in good shape but when i start the car there are a few secs of the relays and cel flicking on and off it does this about five times then cel stays on and the car wont go over 3000rpm. also i have no instruments at all except gas no rpm,speed etc. ive heard it could be a ground but where? could it be a sensor?also when car is running and odder than usual smell comes from the exhaust.if any one could help me with advice id appreciate it its my fams only vehicle plz help

checked em tight as can be got a real strong gas smell though and a loud clicking near the intake inlet at first i thought fuel injector but its way too loud maybe map sensor but what causes the instrument failure that only happens after the relays do their thing {ie the prior post}

clicking near intake inlet is prolly a bad relay in the fuse box next to the battery, or you have a problem with power distribution.

power distribution as in the distributor mine has coil packs does that make a difference plus ichecked the fuses everywhere and nothing seems outta place also i have a dealership kill switch on the car could that have a role {doubt itthough the car wouldnt work at all would it}

Sounds like the ELD (Electrical Load Detector). Part number is at the bottom of the TSB.

Check to see if any relays are bad.

To check relays: You need 2 jumper wires and a cordless drill battery (You can use your car's battery. I use a cordless drill battery for anything inside the car so I don't have to have 20ft jumper wires or have to go to the front of the car every time I want to test something). Pull the relay to be tested and look at the prongs. The 2 small prongs are what you're interested in. Run your jumper wires from the battery to those 2 prongs. When you connect the second wire the relay will click if it is good.
