Low pressure a/c port in 1995 Civic?

Low pressure a/c port in 1995 Civic?
I'm trying to recharge the refrigerant, but I'm not sure where this port is. I thought I had located it, but the nut won't come off - it turns with a wrench, but doesn't move up or down.
The manual claims it is a "closed" system, but I've seen it recharged twice before and no parts had to be removed.
