89 civic fuel system question

Hey all,

New to the civic community and to these forums. I picked up an 89 civic w/ 200k on it, to be an economical commuter car. 1.5l, 4-spd manual, hatchback. The kid I bought it off of, maintained it to the point of being reliable. He recently replaced the timing belt/waterpump. And replaced both front axles. Brakes are in good shape. The body needs work, and isn't pretty but it runs good.

Onto my question: I learned today, after filling the tank for the first time yesterday, that the tank has leaks in several places. So I spent the better part of the day getting the old tank out of the car, which I was able to do with minor casualties. I have to order replacement straps, and I also need to find out what the one part that I managed to break, is. It's a valve that attaches with two bolts, to the tank itself. One of the hoses says "to tank" marked on the valve, and the other hose attaches on the drivers side where the other lines are. It's roughly 1.5" deep or so.. Anyone know what this is called, and what it is for?
