Help me with my stupid electical problem!!!!!!!!!!!!!

i got an 87 sedan and i got to go through the safe salvage bullshit and my lowbeams wont come on so they wont pass it and i tried changing the bulbs and i shot some dust off allover the switch and i checked if the im getting any powerto the light connections and both the high beams and low beams have power to them but only the high beams work
so any idea where else i should start looking cause i dont want to tear into the carand come out emptyhanded

prolly the wire harness is messed up over the years. usually the grounds get bad and dont make connection. its usually soemwhere on the sides under the bumper. or you can just get or make a new harness and problem solved.
