can over tightening upper shock bolt give issues?

im just wondering this cause when i put my suspension bak to stock we just took an impact gun to the upper shock bolt till it was good enough. could that cause problems such as ride quality?

You don't want it too tight. It can cause popping sometimes. I always turn until tight and then loosen half a turn.
