Bank1 sensor 2

Hey guys got a questions. When an OBDE reads Bank 1 Sensor 2. Does this refer to before or after the Cat? I was told before, and I changed the sensor but engine light is still on. The code thats comming up is P0141 O2 Sensor Heater Circuit Malfunction (Bank 1 Sensor 2). Anyways any help is appreciated.
