Ground Controls with AGX

I have a 2002 Civic EX Sedan and I tried installing my GC and reusing the "Front Top Mount", left on the picture, and the "Factory Bearing", right of the picture.
The Aluminum Top Hat that is included in the GC kit seems to move around alot when I put it onto the Factory Bearing. Is this normal? When I put the piece onto the "Front Top Mount", it fits alot better, but there will be metal to metal rubbing when I turn the wheels.
What other part am I missing?

Re: Ground Controls with AGX

You put the bearing on the top hat, put the upper mount on the top, and screw it down. That big circle thing does not go back on.

You have a 02 GC aluminum top hat.
