Lol, ummm.... let me rephrase the question. In order to adjust idle RPM, you need a tachometer. Because Honda loves us so much, they decided to not equip the DX with a dashboard tach. And even if they did, I've read that it's more accurate to hook up a tach to the engine. I don't know, I have no experienec with this.

Most places like O'Reilly's or Autozone will rent out most any specific tool you could need, and would probably have one.
It it's not something you think you'll use more than once, they'll probably loan one to you. The one by me loans tools for free, there's just a marginal refundable deposit.
