Car is vibrating while driving

I have a 2005 civic with custom wheels. When i took it for spin, i felt vibrating in my car, little bit on the steering wheel and heard some vibrating noise. I have the set rotated and balanced. still comes out the same. Anyone can help me the problem? thanks!!...
