fuel relay clicking

I have a 01 civic ex i was cruising down the road when the engine died. Now when i start up the car it sounds fine however you can hear the fuel pump relay click about a dozen times. Then, the engine goes into a semi limp mode where the tach shuts off and the engine will not allow you to give it more than 10% fuel. My a/f gauge shows the car leaning out when you press down the gas, which tells me that whatever controls the deadhead fuel system is not increasing the amount of fuel pressure coming out of the fuel pump. So why does the relay click, is it bad? Or is the fuel pump bad? But why would the tach die. I have read up on other posts and the only thing that I have seen is cleaning out the IACV. I will probably try that tonight unless I here something from one of you.

Thanks in advance.

change it. even if it isnt the problem, its like the 2nd cheapest place to start. i usually swap all vital relays on a regular basis so i dont have little suprises like this. ive got a pile of relays in my shop. probably nothing wrong with a single one, but im not going to be standed.

I've had this happen to me and it turn out to be an engine harness ground wire on my 98 Civic. This wire connected to the thermostat housing. Check the ground wire to your battery and any others that you know of or have been messing with recently. Don;t just wiggle the connection, take the wire off and clean the contact good.

Good Luck.

well i've port n polished my head and have a full header back exhaust, I have a e-manage but had trouble installing it and held off for a while. So running on stock fuel setup could I have f'ed my fuel pump? But what about the tach dieing out? This has to be some sort of electronics.
