Clear Coat Peeling

Hi i have a white 2001 honda civic sedan and my clear coat is starting to peel. The surface of the car is rough to the touch. Where can i go to reapply a new clearcoat? And why is this happening if its not that old of a car?

My 01 coupe has 9 spots of flaking clear coat. I've been told to have the clear coat reapplied at a body shop. One of these days...

I'm still in denial and haven't gone to check. I guess just call a couple of body shops in your area and ask.
