car shakes like a siv!

last weekend i out the ouctance front bumper on my civic and my bsa 210 17" rims amd when i get over 60 mph it shakes. is it because of the bumper or rims?

Rims... especially if it only starts at 60mph. Classic symptom of improperly installed or unbalanced tires/rims.
